The City provides water, wastewater and trash collection services to its residents. The following is a brief summary of our billing policies and rates for all persons obtaining water, wastewater and trash collection services from the City of Keene.

The City accepts cash, money orders, checks, debit and credit card payments for utility bills. Additionally, you can pay by bank draft, which is drafted by the 7th of the month. At City Hall debit and credit card payments are accepted with no fee. Cards accepted are Visa, MasterCard, Discover and American Express, as well as debit cards.
To pay online go to Official Payments, www.officialpayments.com or to pay by phone call (800) 887-2583, a $4.95 service fee applies and you must provide your account number.
A night drop is located at the front of City Hall for payments by check or money order.
To Start Service
To start water, wastewater and trash collection services, present a completed New Service Application (see Forms), along with a government issued picture ID and the security deposit at City Hall. Renters should bring a copy of their lease or rental agreement.
The water meter and the contents of the water meter box is property of the City of Keene. Only city personnel is authorized to access this box and turn on water service. Note: By City Ordinance it is unlawful for any person, other than an employee of the City of Keene Water Department, acting on behalf of the City, to engage, disengage, or otherwise tamper with any water meter.
To Transfer Service
If you have existing service and are moving to another location in Keene, call (817) 641-3336 x39 to see if a transfer of service is possible.
To Stop Service
If you are moving out of Keene and need to have your service disconnected, call (817) 641-3336 x39 to notify us of the service end date. You are responsible for the bill until the City has been properly notified and service has been disconnected.

All bills are due and payable by the 7th of each month.
Bills not paid by the 7th of the month are subject to a ten percent (10%) penalty and notice of termination for nonpayment by the term notice date is mailed out.
Bills not paid by the termination date are subject to service interruption until the outstanding balance along the reconnection fee has been paid. Accounts not reconnected 10 days after service interruption may be closed and the deposit applied to the outstanding balance. To reconnect after the account has been closed requires payment of the outstanding balance and a new security deposit.
The water department is located at City Hall, and may be reached by telephone at 817-641-3336 x39. Office hours are weekdays, 8am to 5pm, excluding holidays.
New customers must pay a deposit of $200.00 before service is connected. To pay your deposit, please come to City Hall and show your driver's license. If you are renting, please also bring a copy of your lease agreement.

Water bills are due on the seventh of each month. If the seventh falls on a weekend or holiday, the bill is due on the next business day. A 10% late charge is incurred if your bill is not paid on time. If your bill is still unpaid by the 15th of the month, your service will be disconnected.

Check for Leaks
One of the first indications of a water leak is an unexplained increase in the usage amount and dollar amount on your monthly water bill. If there is an increase in usage that cannot be explained otherwise, there is a possibility that you have a water leak. Check for leaks.
