The City of Keene, Texas proposes to institute voluntary annexation proceedings pursuant to a landowner petition submitted by MKP Development, LLC to enlarge and extend the boundary limits of said city to include an approximately 35.067-acre tract of property owned by it, a description of which is as follows: 


Being an approximately 35.067-acre tract of land situated in the O. Winters Survey, Abstract No. 875, Johnson County, Texas and being a part of a called 95.226 acre (Tract 1) as described in a deed recorded in instrument No. 2017-7737, Official Public Records of Johnson County, Texas. The survey and field notes of said approximately 35.067-acre tract is available in the City Secretary’s office and on the City’s website.


A public hearing will be held by and before the City Council of the City of Keene, Texas, on the 11th day of August 2022, at 6:00 p.m. at the Keene City Council Chambers, Keene City Hall, 1000 N. Old Betsy Rd (FM 2280), Cleburne, Texas for all persons interested in the above-proposed annexation. All such persons shall have the right to appear and be heard.  


The legislature declares it the policy of the state to designate certain areas as the extraterritorial jurisdiction of municipalities to promote and protect the general health, safety, and welfare of persons residing in and adjacent to the municipalities.


This annexation will expand the City’s extraterritorial jurisdiction.  At a minimum, the following ordinances of the City shall apply to the expanded extraterritorial jurisdiction:  the General Development Ordinance of the City of Keene, including ordinances regulating subdivision and platting; and the City’s fireworks ordinance regulating nuisances within 5,000 feet of the City limits.
